The international journal ‘Turkmenistan’ has published an article by Grigory Karasin, Chairman of the Federation Council Committee on International Affairs of the Federal Assembly of the Russian Federation, on the significance of Turkmen neutrality for Russian-Turkmen relations. The author emphasises that this approach not only strengthens bilateral partnership, but also serves as an important factor for peace in the region. This was reported by the Foreign Affairs Ministry of Turkmenistan.

G. Karasin notes that Turkmenistan's principles in international affairs, based on compliance with the norms of the UN Charter, are in line with Russia's position. The Presidents of the two countries, Serdar Berdimuhamedov and Vladimir Putin, play a special role in the development of dialogue, whose efforts contribute to the deepening of cooperation.

The article also mentions the significant contribution of inter-parliamentary ties, with special mention of the activities of the Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov. According to the author, the strategic partnership between Russia and Turkmenistan not only meets the interests of both countries, but also strengthens security in Central Asia.
