Turkmenistan and the Asian Development Bank (ADB) have signed an Agreement on financing the construction of a secondary medical educational institution in Ashgabat. Under the Agreement, the Bank will provide financing for the construction of a modern medical college, which will train qualified mid-level specialists for the country's healthcare system. At the same time, the Ministry of Health and Medical Industry of Turkmenistan and the ADB signed a Cooperation Agreement on Technical Support aimed at strengthening the capacity of the national healthcare system and improving its efficiency. On the sidelines of the 65th session of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO), a meeting was held between a delegation from Turkmenistan, headed by Guljemal Charyeva, Director of the Institute of Seismology and Atmospheric Physics, and Dr Robert Floyd, Executive Secretary of the CTBTO. In addition, the Turkmen delegation held working meetings with the Heads of the Capacity Building and Training Division of the International Data Centre (IDC) and the Operations Division, during which practical areas for further technical cooperation were discussed.

Representatives of the State Migration Service of Turkmenistan took part in the Fifth Meeting of the Informal Working Group of Eastern Europe and Central Asia on Passenger Data and the Ninth Thematic Seminar organised by the Transnational Threats Division of the OSCE Secretariat in cooperation with the United Nations Counter-Terrorism Office (UNOCT). A delegation from Turkmenistan, under the leadership of Guljemal Saryeva, Director of the Institute of Seismology and Atmospheric Physics of the Academy of Sciences, is participating in the meeting. Speaking at the plenary session, representatives of Turkmenistan confirmed the country's unwavering commitment to the goals and principles of the Treaty, emphasising its importance as a key element of the global disarmament and non-proliferation system. The forum, organised from 6 to 7 November by the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA), brought together about three thousand participants from seven countries, according to ‘Turkmenistan: Golden age’. The conference discussed current trends in improving public administration, the integration of scientific research and modern technologies into management processes, and the exchange of experience between representatives of the scientific community, civil service and business community. Speaking at the plenary session ‘Global Trends and Best Practices in Public Administration,’ A. Annamyradov presented the experience of the Academy of Public Administration under the President of Turkmenistan, where conditions have been created for the training and professional development of managers and civil servants in accordance with modern requirements. Also, on 7 November, a meeting was held between the Rector of the Academy of Public Administration under the President of Turkmenistan, A. Annamyradov, and the Rector of the Presidential Academy of Russia, A. Komissarov. During the negotiations, the parties emphasised the importance of the current cooperation agreement and discussed the further development of joint educational programmes aimed at improving the professional competence of civil servants in Turkmenistan and Russia, improving the training of teaching staff and implementing joint scientific projects.
