Turkmenistan took part in the XXVII General Assembly of the Caspian States

Representatives of Turkmenistan, together with delegations from Kazakhstan, Russia, Azerbaijan and Iran, took part in the 27th General Assembly of Universities and Research Centres of the Caspian Countries, held in Atyrau (Kazakhstan). This was reported by the IIC of Turkmenistan. The forum brought together rectors, scientists and experts to discuss the development of science, education, ecology and innovation in the region. Kayrat Nurtayev, Deputy Akim of the Atyrau Region, and invited guests delivered welcoming speeches, and a message from Sayasat Nurbek, Minister of Science and Higher Education of Kazakhstan, was read out. Participants discussed the protection of the Caspian Sea ecosystem and the prospects for joint scientific projects. Julie Rançon, Associate Professor at the University of Poitiers (France), emphasised the international significance of the Assembly as a platform for strengthening cooperation. The event culminated in the signing of memoranda between universities and the presentation of new initiatives aimed at sustainable development and the integration of science and education in the Caspian region.


The city of Arkadag was awarded a gold medal by the EAPO

The city of Arkadag has been awarded the V.I. Blinnikov Gold Medal by the Eurasian Patent Office (EAPO) — a high award for achievements in the field of innovative development. This was reported by the state news agency TDH. The ceremony was attended by representatives of the 47th meeting of the EAPO Administrative Council who arrived in Turkmenistan. The guests familiarised themselves with the architecture and technological features of the ‘smart’ city, created on the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov. It was noted that Arkadag has become a model for the implementation of advanced urban planning solutions and a symbol of state policy aimed at improving the quality of life of the population. EAPO President G. Ivliev emphasised that the numerous awards and patents received by the city confirm its status as an innovation centre. The gold medal was accepted by the Chairman of the State Committee for the Construction of Arkadag City, Deryageldi Orazov. The participants in the ceremony noted Turkmenistan's contribution to the development of the patent system and intellectual property, as well as the strengthening of international cooperation in this area. The event concluded with an address to the President of Turkmenistan, Serdar Berdimuhamedov.


The Ministry of Foreign Affairs of Turkmenistan considered new areas of cooperation with the UN

On 16 October, the fourth meeting of the Turkmenistan-UN Strategic Advisory Council was held at the Ministry of Foreign Affairs of Turkmenistan. The event was attended by representatives of the country's government and the UN system, including the Regional Centre for Preventive Diplomacy and permanent agencies of the Organisation, according to the press service of the Ministry of Foreign Affairs of Turkmenistan. The participants discussed the draft Framework Programme for Cooperation between Turkmenistan and the UN for 2026-2030, the implementation of initiatives presented at the 80th session of the UN General Assembly, and the implementation of the decisions of the Third UN Conference on Landlocked Developing Countries (LLDC3). In his speech, Turkmenistan's Foreign Minister Rashid Meredov noted the strategic nature of the partnership with the UN and the organisation's contribution to achieving national goals and Sustainable Development Goals. Particular attention was paid to Turkmenistan's initiatives in the areas of peace and security, sustainable transport, ecology, digital integration, water resources and humanitarian cooperation. Following the meeting, UN representatives confirmed their readiness for further cooperation to implement Turkmenistan's international and regional initiatives.

On 16 October, a scientific and practical conference was held at the ‘Marriott’ Hotel in Beijing to mark the 30th anniversary of Turkmenistan's permanent neutrality, the results of the Halk Maslahaty meeting and issues of cooperation with China. This was reported by the press service of the Ministry of Foreign Affairs of Turkmenistan. The event was attended by representatives of the Central Committee of the Communist Party of China, the Ministry of Foreign Affairs, the Ministries of Education and Culture of the PRC, as well as public organisations, universities and the media. Parahat Durdyev, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the PRC, delivered a welcoming speech, emphasising the importance of neutrality and friendship between the countries. Speeches by participants, including Yu Chunli, advisor to the Ministry of Foreign Affairs of the PRC, Professor Dai Guizhu and leaders of Chinese associations, noted the significance of the initiatives of the President of Turkmenistan Serdar Berdimuhamedov and positive neutrality for strengthening peace and sustainable development in the region. The conference confirmed that neutrality, enshrined in three UN resolutions, remains the basis of Turkmenistan's foreign policy. The results of the Halk Maslahaty meeting, information about the upcoming International Forum in Ashgabat, and books by President Serdar Berdimuhamedov and Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov were also presented. The programme included a photo exhibition, an exhibition of cultural artefacts and video materials demonstrating Turkmenistan's achievements during the years of independence.

The new centre symbolises the strengthening of cultural cooperation between the two countries and will become a permanent platform for introducing the Azerbaijani audience to the literary, scientific and cultural heritage of Turkmenistan. On the opening day, a round table was also held with the participation of representatives of science and culture from both countries. Participants discussed ways to develop cultural and educational ties, including academic exchanges, joint research and translations of literary works. Three new chemical plants to be built in Turkmenistan

President of Turkmenistan Serdar Berdimuhamedov has announced plans to build three large chemical plants in different regions of the country, according to the news website Turkmenportal. A urea production complex will be built in the Balkan velayat, the second phase of a gas-to-gasoline plant will be built in the Ahal velayat, and a mineral fertiliser plant will be built in the Mary velayat. Turkmenistan completes construction of Ashgabat–Turkmenabat motorway

The 600-kilometre project, which is part of the restoration of the Great Silk Road, is nearing completion, with two of the three stages already finished. The completion of the motorway will provide a direct high-speed link between the capital and the east of the country, as well as opening up new transit routes to Uzbekistan and further afield in the region. Turkmen doctors study Russian orthopaedic technologies

Turner National Medical Research Centre for Paediatric Traumatology and Orthopaedics (St. Petersburg) visited Ashgabat to strengthen cooperation with the Turkmenistan healthcare system. This was reported by the online news resource TerraNews. During the visit, a Roadmap for 2026 was agreed upon for the introduction of Russian technologies in paediatric orthopaedics. The director of the National Medical Research Centre, Sergey Vissarionov, met with the Minister of Health of Turkmenistan, Myrat Mammedov, and the Head of the Scientific and Clinical Centre for Maternal and Child Health, Altymuhammet Annayev. Turkmen specialists will undergo training in Russia, and Russian doctors will hold a seminar in Ashgabat with demonstrations of operations on complex spinal deformities. A Memorandum of Cooperation is being agreed upon by the Turkmen Ministry of Health. Russian specialists also examined patients and recommended high-tech treatment for several children. The partnership is aimed at training personnel and introducing modern standards in paediatric orthopaedics.


Turkmenistan took part in an international conference in Bucharest

A delegation from Turkmenistan took part in the Regional Ministerial Conference on ending violence against children, which was held on 13–14 October in Bucharest. This was reported by the news website Turkmenportal. The delegation was led by the Deputy Minister of Labour and Social Protection; and included representatives from the Ministry of Internal Affairs, the Ministry of Education and UNICEF in Turkmenistan. The conference was organised by the Romanian Ministry of Labour, Family, Youth and Social Solidarity in conjunction with UNICEF and the UN Secretary-General's Special Representative on Violence against Children. Turkmenistan presented its key achievements: the implementation of the National Action Plan on Children's Rights for 2023-2028, the development of inter-agency cooperation, and the creation of comprehensive family support and child-friendly justice services. The Head of delegation emphasised that protecting children is a state responsibility and an investment in a secure future for society, and that international partnerships help to improve legislation and social programmes.


Turkmenistan discussed further cooperation with ‘Daewoo’

President of Turkmenistan Serdar Berdimuhamedov held a meeting with Jung Won-ju, Chairman of the Board of South Korean company ‘Daewoo Engineering & Construction Co., Ltd.’ This was reported by the news website Asmannews. The guest thanked the Head of State for the reception and noted that it was a great honour for him to participate in the ceremony of laying the foundation for a mineral fertiliser production complex at the Turkmenabat Chemical Plant. The President of Turkmenistan expressed his gratitude for the warm words and emphasised the high level of relations between Turkmenistan and the Republic of Korea. Serdar Berdimuhamedov noted that cooperation is developing on the basis of mutual respect and trust, and that leading Korean companies are making a significant contribution to the implementation of major projects in the country's oil, gas and chemical industries. Jung Won-ju confirmed the company's readiness to faithfully fulfil its obligations and expressed gratitude for the favourable conditions created for working in the Turkmen market. Serdar Berdimuhamedov noted the steady development of the chemical industry and emphasised that the priority is the production of goods for domestic consumption and export based on local raw materials. The Head of State also recalled the large-scale work on modernising and diversifying the economy. At the end of the meeting, the President of Turkmenistan wished the management and employees of ‘Daewoo’ success in the implementation of the mineral fertiliser complex construction project.


Turkmenistan emphasised the importance of developing chemical industry

In his speech at the ceremony to lay the foundation stone for a mineral fertiliser production complex at the S.A. Niyazov Turkmenabat Chemical Plant, President of Turkmenistan Serdar Berdimuhamedov noted the importance of this project for the development of the national economy and the chemical industry. This was reported by the state news agency TDH. The Head of State stressed that the chemical industry is one of the key sectors of the economy, where large investment projects are implemented and modern technologies are introduced. According to the President of Turkmenistan, the programmes being implemented contribute to strengthening the economy and improving the well-being of the people, with particular attention being paid to environmental requirements and innovative solutions. The President of Turkmenistan announced that the new complex will be built by the South Korean company ‘Daewoo’. The plant is expected to produce 350,000 tonnes of superphosphate and 100,000 tonnes of ammonium sulphate per year, which will fully meet the domestic demand for phosphate fertilisers and improve the country's food security. The Head of State noted that the construction of the new complex will create additional jobs, and training is planned to be organised at foreign universities. The President of Turkmenistan recalled other major projects in the chemical industry — the construction of complexes in the Balkan, Ahal and Mary velayats. Serdar Berdimuhamedov stressed that great attention is being paid to the development of the Lebap velayat, where industrial and social facilities are being built, including a section of the Ashgabat-Turkmenabat motorway and a new building for the pedagogical institute. In conclusion, the President of Turkmenistan congratulated the participants of the ceremony on the laying of the foundation stone for the new production complex, wishing everyone good health and success in their work.
