On 21 November 2025, the Embassy of Turkmenistan in Georgia held an international conference in Tbilisi dedicated to the 30th anniversary of Turkmenistan's permanent neutrality. Opening the meeting, the Ambassador of Turkmenistan to Georgia, D. Seyitmammedov recalled that the 30th anniversary of Neutrality is being celebrated at the international level. He recalled that the UN has recognised Turkmenistan's permanent neutrality status three times. Deputy Foreign Affairs Minister of Georgia A. Khvtisiashvili congratulated Turkmenistan on the anniversary and noted that the policy of neutrality makes a significant contribution to maintaining international peace. He emphasised that relations between Georgia and Turkmenistan are based on mutual respect and cover politics, economics, transport, energy, education, culture and sport. Rector of the Georgian Technical University D. Gurgenidze noted the important role of cultural and humanitarian exchange in strengthening bilateral cooperation and creating conditions for long-term academic ties. The event ended with a concert by Turkmen performers. Guests were also offered national dishes of Turkmenistan.
On 20 November, the Consulate of Turkmenistan in Germany (Frankfurt am Main) held a formal reception to mark the 30th anniversary of the country's neutrality, the International Year of Peace and Trust, and International Neutrality Day. The event was attended by representatives of the State Chancellery of the Federal State of Hesse, diplomats, employees of financial and banking institutions, cultural and scientific figures, the Turkmen diaspora and students. In his address, the Consul of Turkmenistan in Germany, Myrat Ozbekbayev, emphasised that neutral status has remained the basis of Turkmenistan's domestic and foreign policy for three decades, contributing to regional stability, the development of international cooperation and economic growth. The Diplomat noted the peace initiatives put forward by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, and implemented by the President of Turkmenistan Serdar Berdimuhamedov. Particular attention was paid to the International Forum, which will be held on 12 December in Ashgabat and will be dedicated to the International Year of Peace and Trust and the 30th anniversary of Turkmenistan's permanent neutrality. The guests were shown videos about Turkmenistan's achievements and the country's peacekeeping policy. A meeting between Atajan Movlamov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan, and Salem Mohammad Salem Al-Zaabi, Ambassador of the United Arab Emirates to Pakistan, was held at the Embassy of Turkmenistan in Pakistan. Movlamov congratulated his colleague on the presentation of his credentials to the President of Pakistan, Asif Ali Zardari, and wished him success in his work. The Diplomat also provided information on the activities of the diplomatic corps and planned initiatives. President of Turkmenistan Serdar Berdimuhamedov will pay a state visit to the Republic of Kazakhstan on 24–25 November. This was announced by Deputy Prime Minister and Foreign Affairs Minister Rashid Meredov at a meeting of the Cabinet of Ministers, according to TDH. It was noted that Turkmenistan is consistently developing cooperation with neighbouring countries. Diplomatic relations with Kazakhstan have been in place since October 1992. The intergovernmental partnership is expanding and covers various areas. The parties have formed a legal framework comprising 180 documents. Regular visits and contacts at the highest level remain a key tool for strengthening ties. The countries interact in international organisations, primarily the UN, and support each other's initiatives. President of Turkmenistan Serdar Berdimuhamedov emphasised the importance of Kazakhstan as a close partner of Turkmenistan and instructed the Foreign Affairs Minister to ensure preparations for the visit.
A Turkmen delegation, under the headship of Oguljahan Atabayeva, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, took part in the IV International Forum ‘Commonwealth of Fashion’, which was held on 19–20 November in St. Petersburg. The forum was dedicated to the development of intergovernmental cooperation, interaction between public and charitable organisations, as well as issues related to promoting a healthy lifestyle and supporting socially vulnerable groups, according to AsmanNews. They discussed prospects for cooperation in the field of medical technology implementation, exchange of practical experience and development of joint projects, especially in the area of prevention and treatment of diseases in children. In the session ‘It is Fashionable to Be Healthy,’ the Vice-President of the Foundation presented Turkmenistan's position on the development of the healthcare system. She noted the work on the implementation of the ‘Saglyk’ programme, measures to protect children's health and support motherhood, as well as the state's efforts to foster a culture of healthy lifestyles. In addition, Oguljahan Atabayeva met with the First Deputy Chairperson of the Commission of the Civic Chamber of the Russian Federation, Diana Gurtskaya, and the Head of the ‘Georgin’ Foundation, Ekaterina Rogozhina. The negotiations focused on joint programmes to support children, including rehabilitation and the use of new treatment methods. On 20 November, Turkmenistan's Foreign Affairs Minister Rashid Meredov met with Chu Hyun Baek, Special Envoy of the Minister of Foreign Affairs of the Republic of Korea. Residents of the Azerbaijani city of Fizuli sent a letter to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov. In the letter, they expressed their gratitude for initiatives that strengthen ties between Azerbaijan and Turkmenistan, according to TDH. The letter noted the centuries-old cultural and religious ties between the two peoples. The initiative to build a mosque in Fizuli was highlighted separately. Residents said they perceive this project as an important gesture of support and a symbol of spiritual solidarity. They also noted the significance of the online foundation-laying ceremony held on 7 October as part of the Summit of the Organisation of Turkic States. The letter recalled the visit of Hero Arkadag to Azerbaijan in July 2025 and his visit to the Yukhari Govhar Agha Mosque in Shusha. The authors pointed out that these steps were widely welcomed by local residents. The appeal also states that the establishment of sister city relations between Fizuli and Arkadag creates new opportunities for contacts between people. The residents of Fizuli expressed their hope that the National Leader of the Turkmen people would participate in the opening of the mosque under construction and wished him health and success. Turkmen-Russian relations continue to strengthen. This was stated on 20 November by Valentina Matvienko, Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation, Head of the CIS Interparliamentary Assembly Council, at a meeting with Oguljahan Atabayeva, Vice-President for Medical Activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, reports the online publication ‘SenatInform’. Valentina Matvienko noted that cooperation between the two countries is developing steadily, with the trusting relationship between Russian President Vladimir Putin and President of Turkmenistan Serdar Berdimuhamedov playing an important role in this. She also recalled that Russia supports Turkmenistan's policy of permanent neutrality, which contributes to the expansion of international contacts. According to her, Turkmenistan's high authority is confirmed by the events held in the country under the auspices of the UN. A Turkmen delegation led by H. Ashyrmyradov, governor of Balkan velayat, visited Gilan Province in Iran on 18–19 November. The trip was connected with participation in the First Meeting of Governors of the Caspian littoral states’ coastal regions, which took place in the city of Rasht, according to the press service of the Foreign Affairs Ministry of Turkmenistan. The event was attended by representatives of the Iranian government, governors of the Caspian regions, diplomats and official guests. The participants focused on trade, economic partnership and opportunities for expanding ties with the Persian Gulf regions. During the visit, the governor of Balkan velayat met with the governor of the Astrakhan region of Russia, I. Babushkin, and the governor of the Gilan province of Iran, H. Hagshenas. The delegation also visited the port in the Anzali Free Trade Zone and attended an exhibition dedicated to the economic potential of the region.
